New Jersey Golf Cart Laws (2026): LSV Roads, Plates, Insurance and Licenses
New Jersey keeps plain golf carts off public roads: the MVC lists them as exempt from titling and registration. The only street-legal cart-style vehicle is an electric low-speed vehicle (LSV) with an MVC title, a rear LSV plate, insurance and a licensed driver, on roads posted 25 mph or less (35 mph where a town, county or NJDOT allows). Here is what N.J.S.A. 39:4-31.1 to 31.5 say, why gas carts never qualify, what titling and registration cost, the crossing rules, and what shore towns like Cape May, Ocean Gate, Surf City and Stone Harbor add.
